was in his wheel house when he was talking about the economy. >> paul ryan is cutting 716 for medicare. the exact same number in his budget which was passed by the republican house and the president never mentioned it. >> it does remind you that the last debate that mitt romney was seven months ago and the last debate that barack obama had was four years ago. and the people he's used to sparring with are reporters. >> how did he prepare? how did the president prepare for this? >> we got 45 minutes in before we got a ryan budget mentioned. mitt romney made the choice to put ryan on the ticket. when we look at where the polls started to separate before the convention, right around when ryan was put on the ticket. when do the numbers on medicare and the polling start to go upside down for the republicans? when ryan is put on the ticket. yet we get 45 minutes through the debate before paul ryan is mentioned. he's the incarnation of the modern republican party which will inherit the power that you give to mitt romney since they will be governing from the house most likely. that is the key t

to be great. if nothing else i guarantee you it will be very entertaining to watch joe biden and paul ryan. and there again, i think there is an opportunity to -- i think romney's gotten some deserved momentum out of -- he had a very strong performance. he's gotten a momentum. i think his campaign is trying to figure out how to keep that momentum going into next week. the debate might be where that momentum is blunted a little bit. joe biden is going to say look, paul, how much time do you need? here's a white board. here's a pen. how much time do you need to do the math? we're here for you. let's work it out. >> hey rich, how much in terms of paul ryan, how much do you think is resting on his shoulders? how do you think he's going to fare against joe biden? he's a lot younger, doesn't have as much debate experience. >> that's not true. they're both members of congress. they have a lot of debate -- that's what you do in congress whether it's in committee or on the floor. i think they will both be more skilled, frankly, than either of the two presidential candidates who did not have that ki

. paul ryan has been pretty busy, almost nonstop, out on the campaign trail the last couple of days. and so, you know, i think he'll let his surrogates do the talking for him until the debate gets started. one other thing we heard from kevin madden yesterday on the campaign plane heading into denver yesterday, brooke, you heard over the weekend, chris christie saying that this race is going to be turned upside down that romney will have such a strong performance that it is going to be sort of a game changer. i asked kevin madden about that yesterday, and he said he doesn't think that the campaign doesn't think that one event, one moment during these debates is going to decide and determine everything. they just don't see it that way. they like christie's enthusiasm, they say they're feeding off of it, but they don't exactly agree with that assessment. brooke, we're all sort of looking to tomorrow night to be this big moment that is going to change everything and be a make or break moment. it may not turn out that way. it may be a draw. the candidates move on to the next debate and c

. it came not only for paul ryan, but also came from bill clinton's chief of staff. this is an idea that's been around a long time. saying, hey, let's see if we can't get competition into the medicare world so people can get the choice of different plans at lower cost, better qualities. i believe in competition. >> jim, if i can respond very quickly. first of all, every study has shown medicare has lower administrative costs than private insurance does, which is why seniors are generally pretty happy with it, and private insurance has to make a profit. nothing wrong, that's what they do. and so you have higher administrative costs, plus profit, on top of that. and if you are going to save any money through what governor romney is proposing, what has to happen, the money has to come from somewhere. and when you move to a voucher system, you are putting seniors at the mercy of those insurance companies, and over time if traditional medicare has decayed or fallen apart, they are stuck. and this is the reason why aarp has said that your plan would weaken substantially and that's why they wer

norfolk in august to roll out and introduce paul ryan of wisconsin as his running mate. in addition, when the president formally kicked off his re-election campaign in may, he chose virginia and ohio to do his kind of introductory campaign rallieses as well. so -- rallies as well. so those two visits in and of themselves show the priority that both men are placing on this critical battleground state. jenna: you've got that major foreign policy address in virginia that mitt romney's going to be giving on monday. we're taking a look at live pictures there. i read that democrats turned out more than republicans in presidential elections in virginia, but when you take a look at the midterms, republicans were pretty strong. what does voter turnout look like? >> well, voter turnout is going to be key, and it will probably be decisive in this race. in 2008 when barack obama carried virginia breaking a 40-plus-year streak of republican wins on the presidential level, he did so by getting very high turnout. there was about 75% voter turnout in virginia in 2008. and in many of the kind of key bellw
